My forum website won't let me post topics!

But when I try to post a new topic it won't let me. It doesn't even have a button! (By the way I am a joint moderator with StarryGirl.)

Oh it also says the forum is locked

Please don't double post unless its separated by 24 hours.

I can see that the forum is allowing Guest to post. I would tell the Admin to change the permissions of each Categories/Forum

Where are you see this Locked Forum? Picture would help
