I can't post topics on my forum!! help?! Empty I can't post topics on my forum!! help?!

I've done forums before, but never had this problem.
I've made sure to allow all members to post topics and even when I'm signed in as Admin there is no 'Post Topic' button or anyway to post a topic!!!

Display>Pics management advanced mode
Buttons tab
Check if that Topic button is there or not.
