I'm finished with the maintenance, so I need to remove this header so new members can start logging in...

Acp > Genral > forum > Configuration> scroll down to 'Forum in construction' click no Very Happy

That sounds like a Forum in Construction thing.
Go to ACP > General > Forum > Configuration > scroll down until you see the "Forum in construction" option and click No. This should open the forum for all members and allow access to the forum.
Also, please don't bump until it's been 24 hours since your last post Wink
