i registered to my own forum under a different name and noticed that all you have to do is fill out the form. is there any way that i can moderate who get to become a member?

yes you can, you can set it to "Administrators activation"
Navigate: Admin panel >> Users & Groups ( Tab ) >> User options > Activation = Admin.
Now, to activate users you need to navigate: Admin panel >> Users & Groups ( Tab ) >> Inactive users >> Activate them there.

Notice: you WILL be required to activate EVERY new user via this way.
