Inactive admin?

The admin on a forum I post on is completely inactive, (last login July 2nd). And before that he didn't show up for 3 months.

There are no other moderators on the forum. The forum is completely un-moderated right now. (Sadly a few users are abusing this).

Is it possible that someone can change the settings so a user (like me) becomes admin instead of the founding admin?

The forum may become good (again) if it has an active admin/moderators.

*some things needs to be moderated
*some changes are wanted on the forum etc.

What to do?

Sorry, thats not possible. The forum founder has to return, if he is inactive after 6 month then the forum can be transferred to another admin.
