My forum will not unlock!

I have gone through and done the steps in the "unlock your forum" tutorials:

I went under Users/Groups, and made sure that allow new members says "yes" and clicked save

I went under General > Forum > Configuration > and made sure that both Forum under construction & Forum on Holiday both are clicked on "no"

What am i doing wrong?

Every time I log into my forum, down on the bottom it says "Forum is locked"

Also, how would a visitor to my forum register? i see no option for that...is it b/c my forum is locked? I am a severe novice at this, so any help would be appreciated.

Those are just captions. Your forum is not really locked.

ah, okay... learn something new everyday i guess. so how would someone register? Are the yseeing somehting a little different than I am registered as an admin?

lol, i think my problem is where the home/faq/memberlist/login/out thing is is so dark, i can't read it. everything else is in a color light enough to read, just not that line....hmmmmm

whats the forum link, if your forum is locked then go to.

Admin panel>general>forums.

click on the forums you think are locked and see if the forums status locked option is checked off. if it is then just undo that and click save.
