IMG Tag Says only showable for Admins but how for users?

In Thread i use [img]url endtag to have images in my Thread. I myself can see the picures, but the other users cant.
They only get a message u need to eb admin to see this picture or only showable for admins.

How to set the right to see it for all users?

General>Categories and Forums
Click on any forum name
Click on Permissions tab
See images in the messages :Members Save
If you choose all, guests also will be able to see it.

Then repeat it for all the forums that you want to.
