Looking for program for "editing" of animated .gifs

Some time ago I read through the topics here and I read somebody mentioned a program to edit animated gifs.
The thing is... I cant find it back T_T.

With that program I intent to edit some of the emoticons stored on my forum.
Can you tell me what the program is Im looking for?

*I am NOT looking for photoshop, photoshop has the capabillity to save a cirtain amount of frames into a ".gif" animation but, it is not able to edit every single frame if the existing file is not a ".psd".

*I am also well aware that this topic might be placed in the wrong section but, I wouldn't know where else to place it.

I think windows movie maker.
Because a saw a friend make like a .gif from it.
so maybe you can make one out of it.
but i dont know about editing, i was about to say photoshop.

PHOTOSHOP CANNOT EDIT .GIF'S IT CAN ONLY PRODUCE THEM.

I made docents of images and gifs in the past so I know what I'm talking about. I know you are trying to help but, I allready have photoshop and I can assure you it is "NOT" what I am looking for.

Lunapic saves me a lot of trouble thanks.
