Solved Users cannot sign up?!

When people try to register, it says

Administrators have forbidden any new members.


And in the Admin. panel it is checked "Allow new users: Yes"


I can't find it anywhere in the admin panel! Please help!

Now wonder I never get any users... lol!

Is your general config, see if your forum is under contraction or on a holiday.
