Newsletter to Members

Hello Support

If i have a Member Called "John" and i found him on the AP i can Setting this

User is Active: YES | NO | Banned

If i Choose NO for the User "JOHN" and i send a Newsletter to "all Members"
recive JOHN this Letter or not ??

Because he is a Member but not Active?

I dont want that Inactive Members recived a Newsletter, how must i do if he recived it?

Newsletters will be sent to all members but ban users.
