Locking Forums

How do I lock a forum so that users can't make a topic but they can still reply in it? Do I just lock it like... Lock it? Does that keep them from posting replies in topics? I still need them to reply, just not create their own topic. Thanks!

Administration Panel - General - 
Forum - Categories and forums - Chose a categorie - Click on permissions (
) Advanced Mode - Open a topic and deselect by clicking on the square and members can't make a topic.
