Image Help~

This is more of a Image help. Anyone know where I can make something like this: https://i.servimg.com/u/f43/17/13/29/79/admin14.png ? ( A friend gave me this so I was just wondering)

If you know Photoshop you can make it in it
If you don't know , you can request someone to make it for you on this forum
