is it possible to make it so when people login or are logging out, that they are directed to the portal instead of the forum index?

You can have the portal as the first page that loads when someone loads your forum.

Administration Panel > Display > Homepage > Generalities
General Section
Your forum redirects to : [] The forum index [] The portal [] A HTML page

that is either not working right or you mistaken in how that function works. i have portal clicked and have for a long time, yet logging in and out sends you to the forum index.
