i want you to interpret the "YES" and "NO" of that photo...
and what does the red "NO"s mean in the permission for a moderator in that photo??

I think it is a permission to whom you want to see the content of the Forum.

What exactly do you not understand about that page? That page shows permissions for groups, guests, general, and certain members.

If a there is a yes, then they can do what is in the tab, and it is no, they can not do what is in the tab.
