Changed Admin password - cannot log in

I changed the password to the admin last night, wrote the password down in my phone, was able to log in fine. I went to bed, woke up, tried to log in, to no avail.

I obviously have access to the email that is attached to the admin account, but I don't know how to fix this. I tried to click the "Forgot the password" bit but it says that I have something selected in the control panel that DISALLOWS this???

I need help. I just want access. I can provide all pertinent information needed to verify that it's my forum, that I'm the admin, etc. Please advise! Thank you
