Can i design my own home page for my site?????

hello,i mean to say i saw some sites ,they kept some wallpaper or some designed greeting on some occasions as their home page and they will provide a link at the bottom of that greeting to their main home page like "enter to main page"i mean when some one browse or hits to their site address they will 1st visit that greeting page and after that by using the redirecting link given at the bottom they are able to land on the main site.i think u people got my point?
