Missing Message Icons. Empty Missing Message Icons.

Im missing the icons where it you edit your text/font/color and all that other stuff.

Here is how it looks

The red square part is the place which is missing the icons, how do I fix it.

Google Chrome. I tested out with other browsers too. Where would I go to fix this issue?

Image above is using a firefox browser. How would I fix that. so it shows the options normally. Something like this below.
