SLGray -- I think he uses Webs.com.
Correct me if i`m wrong.
You could always just use a decorated HTML page, though.

EDIT:
It turns out to be some webs.com loading page, with an image link to http://starwarsforums.forumotion.com/f32-star-wars-the-clone-wars
