Threatening PM sent by member..

On our forum, a member has been sending threatening pm's to admins & staff, and keeps on creating accounts.
This is the pm she sent:

Look, either you make me a admin NOW or I'm going to hack this forum. I've hacked tons of other forums, so I'm not just talking. If you ban my IP address i can unbann that, and email too, so you'll have no escape. Listen to me, or face the consequences

Is what she said above possible, or is she just making it up? I could really use some help.

It might Be true as to what hes is saying but im Not sure.
If a MOD or Staff can have a look at this post here they can answer it better.
IT might be in the wrong place but IDK, So a Staff member can better answer this for you.
