Accept Button and Register Icon Doesn't Appear

Pretty much as the title says the problem, when I do www.<My website>/register I don't see the accept rules button and or on the homepage the Register Button. 


I have read this too...
a.button1:active, a.button1:link, a.button1:visited, a.button2:active, a.button2:link, a.button2:visited {
    color: YOUR COLOR;
  }


and

a.button1, a.button2, button.button2, input.button1, input.button2 {
    color: white;
}

but not even sure if that's used for my problem.
