No mate there is not any program that you use to make skin's the best way to make a skin is to make a test account forum and play about  on there before sending the skin to hitskin.

FM don't have a built in program for making skins sorry

Daniel, you need FileZilla to upload this skins on your forum and forumotion don't allow forums to use the FTP accounts you need to create only with CSS / HTML / JS .
