PhpBB3 Toolbar Issue

Ive been trying to get a toolbar on the bottom of my forum on every page but I just cant seem to do it. 

My forum URL is under avy and:

Ive been following this guideline to create it:

Currently my CSS has this on the bottom of it:

However the image I have tried to put in there only shows up at the top if I make it my website's header in Pic's Management and it still doesn't follow me as I scroll down the page. Any suggestions? I'm able to edit the templates but there is no overall_footer, just overall_footer_end and overall_footer_begin. Please help.

Add it to the top of the stylesheet.
