Topic'It and Facebook Connect is two completely different things.

Topic'It - AP > Modules > Topic'It > Configuration

Have you activated both of them, and the buttons are not appearing?  If yes, have you modified your templates?

You have modified some templates.  When I force the default templates, the buttons appear.
