moderator can't use the moderator tools?

moderator can't use the moderator tools he says!

- I have created a moderator group with his name, but in rights I can choose between user or administrator and further down it says editor.

- he must not be this because then he has access to the ADM panel -

if it said moderator instead he could I click him into all of them!

- What do I have to click on for him to use the moderator tools?
