Language Problem

Before i was posted about this. But that wasnt helpfull for me.

I need a help for language. I want peoples can see my forum with their own language. Is it possible ? They having this problem. They seted their profile with their own language. But they cant understand English.
I saw in a forum. Every one can translate that forum by some different languages. I mean - if i enter that forum - thn i can see some buttons for change the language.
Just think, my language is German. And i dont know + i cant read Engling. So - if i click on the German button - thn i can see the full forum language is changed by German. And thn i can read and write. And if i write by German - thn other peoples can see that with English. Every one can change the language.

Anyway - is it possible ?
If so, thn please tell me - what can i do for it ?
