A Few Questions

I have a forum, I was just wondering how you seperate the announcements and stickies, from the ordinary topics with a line break, or spacing.

Also, I created a dice, is there any code you insert in a post to roll?

Last Question, on the bottom right when posting a reply, it says "HTML is OFF", is there any maneuver to turn it on?
