"PHANTOM" MEMBERS

I have members who appear to be people who have registered and receive my forum newsletter but do not appear on the members list.
How can I locate/view these members so I can either remove or notify them?
The most puzzling thing is that my newsletter is sent to a specific list of members who have attained a certain rank but these "phantom" people also receive it ???????
