People can't join! Empty People can't join!

People can't join my forum! They say it says, "Administrators have forbidden any new members." And I put it on allow new members, but it doesn't work! Help me, PLEASE!

admin Panel>General>Configuration
Forum in construction : Check it to NO
Forum on holiday : Check it to NO.

See if that helps.
