about locking a forum

how can i create a topic which guests can only reply on that specific topic?
the guests permission is that, he/she can't create a new topic, he can only view the forum and reply on that very specific topic.

i tried locking a forum, so that they could not create a new topic...
however i found out that all the topics inside the forum were locked...so replying is indeed impossible even for members
does my problem has a solution?

The only solution to my knowledge is unlocking it all.
and having a thread for the gusts that is unlocked.

uhm?i did that also however i dont want the guest create/post a new topic
they should be only adding a comment..
another theory?someone?

or suggestions?
