How to make post sticky?

I want to make an application form as a sticky topic so it can be used as a template. I have done the app form but I can't make it a sticky post ofr some reason. Moderating the forum dosn't have to option to maake sticky's and admin panel dosn't seem to either. How do i make topics sticky's?

At the bottom where you hit reply there are options, inside the options there is an option to post it as normal, sticky or announcement.
Just select sticky.
