Unable to change colors (Solved--please lock)

No matter which theme I use, the colors management won't open when I click it. You used to be able to change the colors used on your forum, right? But when I go to admin panel > display > colors , all that comes up is my CSS stylesheet. I want to change the text color and background color but I don't know how to do CSS so I am at a loss. Can someone please help me? (Note: this problem only happens on only one of my three Forumotion forums.) Am I inept?
