Post Reporting button

I activated the report system and there are two buttons displayed... The first one is to send the report about the post to admins, the second one below it is just like the first one, but with a lock button. What is the function of that second button?

When a send a report is done, a mail is sent. So Lock button is to stop people from reporting the post again & again.

yes. the lock button can be used by anyone, but you can hide these button by going to admin panel>display>pics management>advanced mode>buttons>search there(check the 'hide' box)>save

But that means it'll be invisible for admins too, right? Or wrong? I asked a member on my forum and he said he couldn't use the lock button thing. O.o
