is there a way to block proxy sites?

I have a member who keeps re signing up and has been banned many times but he is using proxies is there a way to block them from my forum??
he signs up under fake emails to steal info off the forum

curently there is not
just make a huge threat towards him aand if he keeps doing it go through on the treat, that'll teach him not to mess with you

If you take this member's advice in the quote above, your forum would be banned. ( Harmful & Dangerous acts )

Enable email activation, so that those fake emails would be a thing of the pass.

And, if he/she creates a real email address, just ban it and all of his IP addresses he uses to sign up on your forum,
