How to make a pop up box

Ok. My forum (http://satanslair.darkbb.com) is a runescape private server site and I am needing some help

Because we have people vote to get the reputation of the server up, we like to have people vote...a lot

On some other forums I have seen that people have a pop up box that asks them to vote, even if they have it set to "Remember me"

Can somebody please tell me how I can get one of these

By box do you mean like a new browser window with a specific height and width?
