Solved Forum Content space on Portal

I know I'm new here (just registered today) but I looked around a lot to see about finding a code to add a widget to the top of the center column (the forum content one) and have come up empty.

I would like to put a welcome message there and a message as such would be too big to put in column 1 or 3 and I don't want it to be in a pm to newly registered members as I want even guests to be able to see it and that spot is prime placement for it.

Google linked me to a thread on this forum that might have what I'm looking for but the forum says I don't have permission to view that section but the thread is called (according to google) "how to add login window and welcome message in portal".

I don't know if that thread actually has what I'm looking for or not or if anyone here might know where I could find it or have it made but any help would be greatly appreciated (:

Oh. the forum I use says phpBB on the bottom of the page but with no number. I chose 3 as it's recent but I'm not 100% sure on the brand as I'm a new admin there. http://keluarga.forumotion.net/

You can use the announcement bar.

Administration Panel>>General>>Messages & E-mails>>Announcements
