Go to ACP --> General --> Categories & Forums --> Make the forum or click on an already made forum --> Click the Perms icon and change it from view & read to only Administrators & Moderators and change write & reply to Moderators & Admins

Wait, I can put mod on View images and links, but I can't put mod for view and write and reply messages
