force guests to register?

Is it possible to force guests to register before being able to see the forums? And if so can i edit the text that they say with my own and some html?

You have to change the permissions of all the forums and sub forums.

It requires all guests to log in, id like to add a welcome message with redirection links to maybe a rules page and the register link, how do i achieve this?
