Member can't access the full forum

Hi, I've got a member who can't get into the forum. She logs in and this is what she sees-

It doesn't show any of the threads or anything. She's cleared her cache and cookies, restarted her computer, and tried 3 different browsers, and it's still doing the same thing. She can gain full access through her phone, but not on her desktop. Thank you so much in advance.

Yes I checked and she's not banned. She is able to log in on her mobile but not on her computer.

Is it that only member? Are others experiencing this too?
Also, is it only when accessing forums and she's not able to see forums or also when viewing the index?

Yes she is the only member experiencing this issue. She can see the banner and the side bar of the forum and that is all. There are no pages for her to view, it is just blank.

May I ask if the member accessed the forum via phone or desktop based on the image you provided?

That was through her desktop.

Does she tried clearing her cache and cookies ?

Yes she cleared her cache and cookies, tried Firefox, Safari, Google Chrome, and IE. They are all doing the same thing. She also tried restarting her computer and contacting her isp provider.
