How can I make this effect?

I was browsing cool forums when I came up to one and found on the topic description effect like this. I was wondering if anyone can help me out and tell me how can I do it? It's markable so it's not an image. Suggestions?

When you modify a forum or create a new one, there is a box called description which you can enter codes or anything else.

Administration Panel > General > Forum > Categories & Forums

Before making the category, or in the process of doing so go to Forum>>Category and Forums>>Edit the Forum by clicking on the >>then type the description where it says description.

You can add HTML & Script to it also, if you know how.

How many times I need to explain!? Read above and I say that I know this. What I need is the code for the Purple Line, and the text overlapping the line! I know how to add a description, I just need the style because is hell good and I want to know how to do it. That's all.

If its not that then its a CSS code that has been automatically put into the theme of that forum! If we can not help you why dont you ask the forum admin what the theme is called find it put it on your forum and find the CSS coding copy and past it to yours with different colors!
