html and css coding not working on forum

I am not really sure why but usual coding that I have used around in other forums are not showing properly in my own site that I'm creating. Nothing really works, not even simple coding such as a simple background behind my txt (like the one up top) Maybe I'm doing it wrong bit I really don't know what's happening.

Bare with me please. I know little to possibly no knowledge of coding. x.x

Maybe its just me somehow and my phone doesn't allow none of this to work somehow. O.o Because it doesn't seem to work here either.

Already seen that and changed that to yes. But still not working. I am just using it on normal topics. You know to make things neat and so on.
