Mentions and Notifications System

I know there is already ONE post about a mentions system that a user named Rideem was present for, but I do not understand it AT all. I need help with the coding, Java, and/or HTML. A user in that forum topic also posted a tutorial about the mentions system that is no longer available.

So please: How to get a mentions system for my forum (and then have members get a notification that they've been mentioned in a post).

I'm referring to a notification system much like Facebook. User's are notified of mentions (or @s); I'd like that feature on my forum.

Do you mean if a poster posts about another member?
