Hi guys 
i have one question:
how to set in forum permissions control?:
members can create only new reply but dont create new topic this one forum?

ACP > Forum > Categories and forums > Find this 
on that particular forum and you should be able to set the permissions 
on that particular forum and you should be able to set the permissions

Hi
Admin Panel -> General -> Forum -> Categories and forums
Click on image:
You will have table with permissions and after that link "Advanced Mode"
Click on it and set permissions
