Newsletters to Non-Registered Members
Could a newsletter go to someone that is not even registered on your forum? I received a report an abuse in my administration panel.
The person claim I am spamming, and I am breaking local laws.

I don't believe so as if they're a guest then they'll have never put in their email. I believe someone is just causing trouble for the sake of it.

I thought so, but this reporter said that she/he was receiving emails. I had sent about three newsletters this week.

Did they leave a contact address or email? If so then you could contact he/she and ask for some proof. It could actually be a member of the forum complaining about it but it would seem odd.
I do think though that the person is just messing you around.

The person use the report an abuse link and did not leave any contact information.

There just messing you around just leave it .. if the person wanted you to sort this out they would have gave you some sort of way of getting back to you.

That's a good point, I'd have included a method of contact, they're just messing you around.
The only other option it could be a member who's signed up and forgot about the place OR lost his or her password but then they could use other methods of contact then.
