Founder Password Empty Founder Password

I have forgotten the password to the founder account on my site. I try to obtain it through forgot password however this appears

The security 'Disallow admin to send new password' is active in Admin Panel > General Admin > Security

And since I can't access the admin panel I can't get a new password
