scrolling Announcement bar

so i added the announcement bar, and i put a link in it thinking it would allow users to click it and so on, but it doesnt seem to work even though it shows as a link in the bar and everything

is there a way to get that to work?

also is there a way to make it so the bar stops scrolling when they mouse over it?

after the "</a" there is another > but i cant post the actual text because i haven't been on the forums for more than 7 days apparently.

in the editor for the announcements there is an insert link button, i used that

okay well all of a sudden its working, and it also started stopping in place when moused over.

so i guess this is solved lol

i might have fixed it when i went into the setting to get the link somehow

is there a way to make that link open in a different tab/window?
