Fancy affiliates

Once again, i'm struggling with HTML. *sigh.* I would LOVE if my affiliate buttons looked like this, at the bottom of the page. Could anyone help me out? And then possibly a place for my button above featured, but centered? How would I do this?

 More of the design, the layout. like how it says featured, then has the other affiliates underneath? Then the boxes are all evenly put into rows? Then how could I have a border for these images? Almost like image layer, although i'm really not to sure.
