My forum is locked. Why? and How do I unlock it?

Description of problem

I haven't logged into my forum in several months (possibly a couple years). Just tried to sign in and it says all the accounts are invalid (unrecognized). And at the bottom of that home page it says the forum is locked. Why would it be locked??? And how do I unlock it?

ADDITIONAL INFO: It used to have a .com address which I let lapse, so the links on the home page of course don't work.
(so you have to click the little arrow on the left of each forum name to get into them, since I haven't been able to get in to fix that).
Does this suggest an answer to my question somehow?
{Although...I had a forum called Ferbles which I also let the dot com name lapse, and it never told me it was locked and i don't exist. *shrug*

Could someone actually have complained about my forum and had it shut down? Is that it?
(I don't see why anyone would have, it was never up and running.)

That does not mean the whole forum is locked.  Those are icons to let people know about the status of the forums under the categories.

Thank you , and thank you for that for that link. It helped.
I finally managed to get one of the accounts I have to work, and it's an admin account,
so I was then able to go to the admin panel and allow new passwords to be mailed to administrators,
then use the "I forgot my password" link to change the Founder's password. (I am the founder).

I then changed my founder's password back to what it was which had become unrecognized for some unknown reason. - It works now.

What happened?

Well, it took a couple hours of searching but it seems I had changed several passwords some months ago, and recorded those changes in the wrong place.
So I was trying to log in with passwords that wouldn't work.
It really had me stumped though, because I'm usually so careful with this stuff.
But I learned the hard way, if one stores records in more than one location, confusion can and may ensue.

My apologies for the confusion. I really did try, but couldn't find the answer on my own.
I've saved that link in case I have need of it in the future. Thank you.
