New user has no profile - how can I vet him?

Description of problem

I am building my first forum. I am simulating a new member registering. As admin, I get an email advising me to check the profile and decide to activate or not. But new users don't have to complete any details on their profile when registering. Is this normal?

I realised that I had to make some profile fields compulsory.
