Tips and Tricks: Navbar Menu

Hi. I was looking at the Tips and Tricks area for the Navbar Menu and I was looking for something to tell me whether the top or bottom code was the CSS and which was the Javascript code. If someone can tell me which is which, I would deeply appreciate it.

CSS (top) and JavaScript (bottom)
If you can not tell the difference, remember usually JavaScript has a function at the beginning of the code.
