Is there a way of completely deleting a forum? as opposed to deleteing it and still having a restore option?

The restore option for a deleted forum is only good for a certain period of time.  After this period of time, the forum is completely removed from the database.

I really do not know.  When you delete your forum, no one can access it.  Is there a reason why you want it completely gone now?

Maybe I'll have to settle for just deleting the restore links.

What restore links?  Do you mean in the emails?  If yes, just delete the emails.
